Shawn served in municipal law enforcement for 28 years with the Peoria Police Department, retired in October 2021, and holds a bachelor’s in science in Public Safety Management and Leadership. He accepted a second career with the same agency as the Police Records Administrator. He started his career within the Patrol Operations function and periodic collateral duties as a Field Training Officer. In 2004, he transferred to Criminal Investigations as a Juvenile Officer with the duties of criminal investigations involving adults and children being victims and offenders. In 2005, he was promoted to Sergeant and assigned to Patrol and later transferred to Field Training Division to oversee the Field Training program. In 2008, Shawn was transferred to Criminal Investigations as a supervisor to monitor the Juvenile Division detectives and cases of the Criminal Investigation Division while maintaining collateral duties of the Field Training Divisions. In 2013, he was promoted to Lieutenant and assigned to Patrol Operations with collateral duties of the Field Training program and its recruits. In 2016, he was assigned to Professional Standards with duties to include tracking and conducting internal investigations, policy review and development, periodic department audits, and maintaining the integrity of the department through a fair and impartial investigation and review process. In 2019, he was assigned to the department Records Administrator with duties to manage the functions and staff of the police department records unit, Freedom of Information and subpoena processing, overseeing UCR reporting; supervising the police reporting process and licensing services; supervising offender registration and history files; monitoring policies and procedures; assisting with the annual operating budget; and acting as liaison with other departments and outside agencies.
In 2020 and 2021, he fulfilled department needs within the Patrol, Records, and Professional Standards Divisions while continuing to handle duties of Internal Investigator, audits, Records management, and various other assignments within those positions. Shawn has overseen the department’s applicant background investigations for police, fire, and other positions requiring security background checks with the completion of over 200+ background investigations. Background investigations entail revealing criminal or civil cases, military records, anti-social behaviors, reference and acquaintance interviews, employment and supervisor interviews, verification of credentials and education, and a variety of other follow-ups required to vet the applicant. He continued to work as a civilian as the Police Records Administrator at the Peoria Police Department until his retirement.
In January 2024, he carries on Greg Anderson’s legacy, owner of On-Target Solutions Group, by providing quality, engaging, national best practices to focus on leadership, employees, and processes within our agencies. By the end of 2024, On-Target Solutions Group has transitioned into On-Target Strategies and serves 10 States within the continental United States and expanding.
Dr. Damon Simmons is a diligent, accomplished law enforcement professional and criminal justice instructor with experience acquired in academic and policing environments. Dr. Simmons is currently the Chief of Police for the Liberty Lake Police Department in Washington. He previously served with the Spokane County Sheriff’s Office.
Dr. Simmons served as a field training officer, gang investigator, school resource officer, TAC team member, child sexual predator investigator, registered sex offender investigator, a member of the United States Marshals Fugitive Task Force, a member of the Internet Crimes against Children Task Force, and supervisor during his career in law enforcement. Furthermore, Dr. Simmons also worked as a juvenile corrections officer.
Dr. Simmons brings 25-year years of law enforcement experience and 23 years of instructional experience to the classroom, having taught at the professional and collegiate levels. Dr. Simmons is a Washington State Criminal Justice Training Commission Certified Instructor and a former adjunct professor at Purdue Global University and adjunct instructor at ITT Technical Institute.
Dr. Simmons is currently an administrative committee member of the Spokane Regional Law Enforcement Justice Council and the Spokane Regional Emergency Communications Center Core Team.
Dr. Simmons holds a Bachelor of Science degree in Sociology from the University of Great Falls, a Master of Science Degree from the University of Phoenix, a Doctor of Philosophy Degree in Criminal Justice from Walden University.
Donald Comstock is an eleven-year United States Marine Corps veteran and a retired Detective from the DuPage County Sheriff’s Office. He owns Rocky Mountain Forensics LLC and has over thirty-seven years of training experience as a Certified Instructor and Adjunct Professor.
He joined the United States Marine Corps just after graduating high school in 1988 and spent the next eleven years in the infantry, communications and as a Marine Corps Drill Instructor. He considers his time as a Drill Instructor the beginning of his professional teaching career starting in 1992.
In 1996, Donald became a Microsoft Certified Trainer and began teaching at the University of California San Diego in the Continuing Education Department in 1997. He was hired by International Network Services as a Technical Trainer, Mobile Lab Manager and Course Developer and later by Lucent Technologies as a Senior Professional Development Instructor and Project Manager.
In 2003, Donald was hired by the DuPage County Sheriff’s Office as a Deputy Sheriff and began working in the Corrections Department where he continued to teach as a certified Field Training Officer, at the Corrections Academy and the College of DuPage Police Academy. He became an Adjunct Processor at the College and taught crime scene investigation classes for the Suburban Law Enforcement Academy, summer crime scene courses for high school students in the continuing education department and at the Homeland Security Training Institute at the college for crime scene related courses.
He spent most of his law enforcement career in the Forensic Investigations Unit (FIU) of the DuPage County Sheriff’s Office as a Detective. While in this unit, he was a member of various task forces such as: DuPage County Major Crimes Task Force, DuPage County Fire Investigation Task Force, Felony Investigation Assistance Team, Metropolitan Emergency Response and Investigative Team and the DuPage County Crash Investigation Task Force. FIU was also the primary forensics unit for the DuPage County Corner’s Office, the Children’s Center and worked closely with the DuPage County State’s Attorney Office. During this time, he attended multiple advanced forensic training courses in various topics from organizations such as Northwestern University, College of DuPage and the Forensic Anthropology Center at the University of Tennessee. During his career, he has been a certified Arson Investigator through the Office of Illinois State Fire Marshal, Crime Scene Investigator by the International Association for Identification and a certified instructor by the Illinois Law Enforcement Training and Standards Board.
He is a long time member of the International Association for Identification (IAI) and has been elected to multiple positions of the Illinois Division of the IAI including President. Donald has also served as an officer for the Illinois Association of Property and Evidence Managers.
Donald still continues teaching law enforcement professionals, firefighters, coroners and investigators through his company, Rocky Mountain Forensics LLC and an instructor with On-Target Strategies.
Cherese is currently a full time Police Officer with the Oswego Illinois Police Department where she began her career in 2003 in the Patrol Division.
She worked as a School Resource Officer from 2005-2009 with responsibilities for any law-related issues, classroom resource instruction, violent diffusion, safety programs, alcohol / drug prevention, and crime prevention. From 2012-2016, she was the Evidence and Property Custodian which entailed the secure storage of all property until such a time that it is needed for analysis, judicial process, or authorized for final disposal. The assignment ensured the proper storage of property and evidence to prevent loss, alteration, cross-contamination, and access by others.
From 2015-2021, she held the Detective general assignment which provided advanced training and investigative techniques to assist in the investigation of criminal cases, such as crimes against children, financial investigations, and violent crimes.
In 2019, she helped create the Forensic Team for the Kendall County Major Crimes Task Force and she was the Team Leader from 2019 to present. Cherese is currently one of the Assistant Commanders, overseeing the Kendall County Major Crimes Task Force. She is a member of the Kendall County Special Response Team with certifications for Arson Investigator, Crime Scene Investigator, and a Crisis Negotiator.
In 2021, she became a Field Training Officer and member of the Recruitment Team and the Community Engagement Team with Oswego Police Department. She provides necessary training for police recruits but also seeks those applicants who come from diverse backgrounds to strengthen Oswego’s community-oriented approach in policing.
Cherese also works part time for the Warrenville Police Department as a Detective.
Throughout her career she has been an instructor within the Oswego Police Department, surrounding agencies, and at the Suburban Law Enforcement Academy in the field of Crime Scene Investigations.
In 2021, Lt. Andrew Buell joined the On-Target Solutions Group as an instructor and consultant. His law enforcement career began in 2001 when he joined the Spokane County Sheriff’s Office, a department of approximately 240 sworn and 60 support personnel which covers the rural area of Spokane County as well as the City of Spokane Valley.
During his 20-year career with the SCSO, Lt. Buell held the following deputy positions: patrol deputy, school resource deputy, federal task force officer (Gang Unit), TAC Team training coordinator and team leader, SWAT operator and team leader. He was a Detective in the following units: Special Victims Unit and Major Crimes Unit. He was a Sergeant of the following units: Patrol, K-9 and Special Victims Unit. He is currently the Lieutenant in the Office of Professional Standards (Internal Affairs) where he reports directly to the Sheriff.
Throughout his career he has been an instructor within the department, for other agencies and at the Washington State Criminal Justice Training Commission Basic Law Enforcement Academy in the fields of SWAT tactics, police bike operations, report writing, investigations, interviewing, anti-bias policing and officer wellness.

In 1993, Lieutenant Buell graduated with a B.A. degree in History from University of Washington, he then attended Eastern Washington University and obtained a B.A. degree in Education in 1994. From 1994 through 2000 he was a certified secondary teacher and coach in the state of Washington.
